My major issue with this statement is that it seems to entirely disregard people. You're talking about regimes, right? What about the people? You cannot write off a country simply because there's an asshole in power.
As to moral equivalence, I'd be intrigued to see how you demonstrate that Russia is somehow morally less reputable than the States. (Please don't roll out the Democracy Index.)
I would also argue that you have a very occidental outlook. Not eveyone would choose to live in Philadelphia like Chomsky. I wouldn't.
